FCC Approves Compromise Net Neutrality Rules

The U.S. Federal Communications Commission, in a historic vote Tuesday, approved network neutrality rules prohibiting broadband providers from blocking customer access to legal Web content, but many consumer groups decried the new regulations as weak and full of loopholes.

Net Neutrality Win Could Be Hollow Victory

The stage is set for a vote tomorrow on net neutrality and the future of the Internet. The FCC is expected to vote to approve a net neutrality framework proposed by its chairman, Julius Genachowski. However, a win for net neutrality at this point could fall well short of the original goal.
Specific details regarding the current proposal from Genachowski are scarce, but from what has been revealed it seems to be the sort of compromise that has plagued the Obama administration since it took office–the kind of “compromise” defined by unilateral concessions (commonly known as “caving”) that result in gutting the original goal and delivering a pale shadow of what it should have been. The result might be passage of a net neutrality framework, enabling the FCC to claim a hollow victory while it, in effect, does little to protect the open Internet.
Frankly, though, the debate is not black or white from either side of the fence. The country needs net neutrality to prevent arbitrary discrimination, or throttling of data based on the whims of the Internet providers. We also need policies in place to protect us from the sort of self-serving extortion Comcast is currently demanding in order to allow Netflix streaming video to pass through.

Day Three of the Antigua Charter Yacht Show has just ended, and I have a slightly modified take on what’s happening in the charter market overall. I still believe that Monday’s blog post was correct about the market showing some signs of recovery in all but the largest size range—but after today’s interviews with yet more charter brokers, I want to amend that statement to say the Mediterranean market is showing the greatest signs of recovery.
As the show has gone on and brokers have talked amongst themselves, the consensus about market conditions seems to have shifted a bit. While many brokers came to the show on Day One wearing a brave face about their lack of Caribbean bookings for the 2010-11 winter season, it’s now Day Three, and they’ve learned from their colleagues that the current struggle is hitting everyone pretty hard. On Monday, brokers told me that the Caribbean season is going to be “a challenge.” They were still being politically correct. Today, I heard more blunt honesty, including phrases like, “the Caribbean is dying” and “this will be the worst Caribbean season in the history of the large-yacht charter industry.”
I do, however, see a silver lining: All the brokers are saying virtually the same thing. At this time last year, the chaos of the global recession had left a completely mixed market that nobody could understand. I’d ask 10 brokers how the market was doing, and I’d get 10 completely different answers. This year, the answers are becoming more honest as the show goes on—but they are, for the most part, the same answers. That is a sign of charter market stabilization, which is arguably the first step toward charter market recovery.
What seems to be happening, based on what I’m hearing on the Antigua docks, is that the Mediterranean is stabilizing faster than the Caribbean. The Med, barring another global economic blow, has most likely settled at a price correction of about 15 percent that is enough to bring clients back. Discounts are still being negotiated on top of that price correction, but they’re not the 50-percent-off fire sales that seemed rampant last summer. It’s a good sign for Mediterranean market stabilization that clients are once again booking early for the summer, and that they’re seeing smaller discounts as good deals.
In the Caribbean, however, there remains a vast imbalance of supply and demand. Brokers can’t stop talking about how many top-quality charter yachts are still available for the Christmas and New Year’s holidays. The Caribbean is still very much a buyer’s market, which most likely means prices have neither bottomed out nor self-corrected enough in the wake of the recession.
The Mediterranean has always been far more popular for charter than the Caribbean, and we may need to begin looking at these two markets differently in terms of recovery trends. The Caribbean seems likely to stabilize more slowly, perhaps after a few more years for the biggest yachts, while the Mediterranean appears to be finding its footing right now and might be doing pretty well come August, in all size ranges.
Charter yachts have always cost more to book in the Mediterranean than in the Caribbean, but at least for the next few years, the difference in pricing may become more pronounced. It may not be enough for yacht owners to switch their rates from euro to dollars, relying on the exchange rate imbalance to create the appearance of a good Caribbean deal. Going forward, owners may have to make peace with the fact that the Caribbean can no longer command the prices it used to, no matter how well things go in the Mediterranean this summer. We may be entering an era of two charter markets that are more different than ever.

Amateur Radio / Communications: I put new Powerline Noise Videos up on YouTube

I have Powerline Noise again on HF/SSB Radio from just above the A.M. Broadcast Band up to 59 Mhz (as far as my HF/SSB transmitter can tune upwards.) I put 4 new videos of my reception of this RFI interference on YouTube. You can find as my main video right now and 3 more in the video list to the right.
I am using the cooperative program between the ARRL and The FCC to deal with these incidents. http://www.arrl.org/power-line
The local power company - Florida Power and Light - has been very responsive in coming out, testing, and locating these problems. Who knows what other communications they affect besides Amateur Radio. The interference signal can range from the A.M. Broadcast band up into the VHF and UHF radio range as you get closer to the source. The problem is usually lose / broken power transmission or distribution hardware. The intensity and broad band (bandwidth) can vary by the weather conditions. The hardware can be blown around by the wind. Wires or cables can expand and contract depending on the temperature. There does seem to be an increase in the incidents when the weather gets colder here.
